{"id":20240,"date":"2020-11-11T11:44:22","date_gmt":"2020-11-11T11:44:22","guid":{"rendered":"https:\/\/bfpg.co.uk\/?p=20240"},"modified":"2023-11-23T17:05:39","modified_gmt":"2023-11-23T17:05:39","slug":"us-climate-change","status":"publish","type":"post","link":"https:\/\/bfpg.co.uk\/2020\/11\/us-climate-change\/","title":{"rendered":"Where next for US action on Climate Change?"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">During his election campaign, President-elect Joe Biden emphasised that climate change is an \u201c<\/span><a href=\"https:\/\/www.youtube.com\/watch?v=yGPfKkjDIts\"><span style=\"font-weight: 400;\">existential threat to humanity<\/span><\/a><span style=\"font-weight: 400;\">\u201d, promising that the United States would rejoin the Paris Climate Agreement on his <\/span><a href=\"https:\/\/www.cbsnews.com\/news\/paris-climate-accord-biden-rejoin-president\/\"><span style=\"font-weight: 400;\">first day<\/span><\/a><span style=\"font-weight: 400;\"> in office. He also outlined plans for <\/span><a href=\"https:\/\/www.nytimes.com\/2020\/07\/14\/us\/politics\/biden-climate-plan.html\"><span style=\"font-weight: 400;\">$2 trillion investment<\/span><\/a><span style=\"font-weight: 400;\"> into clean energy, to promote carbon-free electricity by 2035, and pledged to <\/span><a href=\"https:\/\/www.politico.com\/news\/2020\/10\/28\/biden-space-policy-climate-change-433236\"><span style=\"font-weight: 400;\">strengthen NASA\u2019s earth sciences programme<\/span><\/a><span style=\"font-weight: 400;\">, to support studies on climate change, and strengthen funding and protections under the <\/span><a href=\"https:\/\/www.euronews.com\/living\/2020\/11\/02\/6-ways-the-us-election-could-affect-climate-change\"><span style=\"font-weight: 400;\">Endangered Species Act.<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">As a global superpower, the United States\u2019 action on climate change is important, not only in reducing America\u2019s own emissions, but also in providing <\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1674927817301028\"><span style=\"font-weight: 400;\">global leadership<\/span><\/a><span style=\"font-weight: 400;\"> to encourage other states to take the necessary measures to tackle their own footprint. President Trump\u2019s decision to leave the Paris Climate Agreement <\/span><a href=\"https:\/\/abcnews.go.com\/US\/us-leaving-paris-agreement-affect-global-mission-affect\/story?id=73861889\"><span style=\"font-weight: 400;\">reduced the incentive<\/span><\/a><span style=\"font-weight: 400;\"> for other states to engage in collective action on climate change. To repair and minimise the impact of this decision, Biden has pledged to \u201clead a major diplomatic push\u201d to raise nations\u2019 ambition on climate change which, if effective, could have a significant impact on global emissions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">President Trump consistently <\/span><a href=\"https:\/\/www.weforum.org\/agenda\/2020\/01\/trump-davos-apocalypse-greta-climate\/\"><span style=\"font-weight: 400;\">downplayed<\/span><\/a><span style=\"font-weight: 400;\"> the threat of climate change throughout his time in office, rolling back over <\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/science-environment-54395534\"><span style=\"font-weight: 400;\">160 environmental pieces of legislation<\/span><\/a><span style=\"font-weight: 400;\"> and, although US carbon emissions have reduced under President Trump &#8211; <\/span><span style=\"font-weight: 400;\">due to coal becoming<\/span> <a href=\"https:\/\/www.climatechangenews.com\/2020\/10\/06\/us-emissions-four-years-president-trump\/\"><span style=\"font-weight: 400;\">less economically viable<\/span><\/a><span style=\"font-weight: 400;\"> than other cleaner-burning fossil fuels <\/span><span style=\"font-weight: 400;\">&#8211; they have reduced at a significantly <\/span><a href=\"https:\/\/www.nytimes.com\/live\/2020\/10\/22\/us\/fact-check-debate-trump-biden\"><span style=\"font-weight: 400;\">slower pace<\/span><\/a><span style=\"font-weight: 400;\"> than under President Obama. It was expected that, during a second term, President Trump would have continued to <\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/science-environment-54395534\"><span style=\"font-weight: 400;\">promote growth<\/span><\/a><span style=\"font-weight: 400;\"> in the United States fossil fuel industry and to <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=yGPfKkjDIts\"><span style=\"font-weight: 400;\">prioritise the short-term performance of the US economy<\/span><\/a><span style=\"font-weight: 400;\"> over tackling climate change.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Biden\u2019s presidency will therefore represent a decisive step change. His policies are, however, not as ambitious as some fellow Democrats and climate campaigners would like. For example, Joe Biden has not pledged to achieve net-zero greenhouse gas emissions by 2030, and he does not oppose all fracking &#8211; instead <\/span><a href=\"https:\/\/joebiden.com\/climate-plan\/\"><span style=\"font-weight: 400;\">opposing new oil and gas permitting<\/span><\/a><span style=\"font-weight: 400;\"> on public lands and water. Taking an incremental and moderate approach has been an important aspect of his campaign\u2019s success, but tensions between different wings of the party are likely to continue to grow.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The President-elect will also face a number of obstacles in executing his climate action plans. Most significantly, Biden\u2019s ability to enact his campaign commitments on climate change is strongly contingent on the composition of the Senate. Due to run-offs in Georgia, this will not be determined until <\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/election-us-2020-54835724\"><span style=\"font-weight: 400;\">January.<\/span><\/a><span style=\"font-weight: 400;\"> Without control of the Senate, Biden is likely to struggle to secure approval for much of his climate legislation, including approval for financial investments in clean energy. Even if he secures a slim majority, defections or abstentions on climate change policy by Democrats in gas and coal states could prevent him from passing significant climate change regulations. This would leave President Biden in the precarious position of relying on the use of executive orders.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Even Biden\u2019s pledge to <\/span><a href=\"https:\/\/www.cbsnews.com\/news\/paris-climate-accord-biden-rejoin-president\/\"><span style=\"font-weight: 400;\">recommit to the Paris Climate Agreement<\/span><\/a><span style=\"font-weight: 400;\">, which can be joined without approval from the Senate, will require the Senate\u2019s support, as it will need to be funded by commitments that must pass through the chamber. To rejoin, the US would need to submit a Nationally Determined Contribution (NDC) &#8211; a formal plan for cutting emissions. It may also be expected to <\/span><a href=\"https:\/\/www.vox.com\/21545960\/paris-agreement-accord-exit-leaves-trump-biden-election-2020-climate-change\"><span style=\"font-weight: 400;\">fulfil previous commitments<\/span><\/a><span style=\"font-weight: 400;\">, including the $3 billion it pledged to the United Nations\u2019 Green Climate Fund in 2014. President Obama paid a $1 billion contribution towards this, but President Trump declined to pay the remaining $2 billion. Such financial commitments cannot be made through executive orders and instead must pass through the Senate.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More broadly too, in seeking to provide global leadership on climate change, Biden will have to restore global faith in the United States as a global actor. While many world leaders, including UK Prime Minister, Boris Johnson, have <\/span><a href=\"https:\/\/twitter.com\/BorisJohnson\/status\/1325133262075940864\"><span style=\"font-weight: 400;\">welcomed<\/span><\/a><span style=\"font-weight: 400;\"> the possibilities that Joe Biden\u2019s victory brings for international cooperation on climate change, many will remain sceptical about whether the US can truly fulfil its ambitions. Spain\u2019s environment minister, Teresa Ribera, for example, has <\/span><a href=\"https:\/\/www.nytimes.com\/2020\/11\/04\/climate\/paris-agreement-us-election.html\"><span style=\"font-weight: 400;\">warned<\/span><\/a><span style=\"font-weight: 400;\"> that \u201cthe recovery of (the United States\u2019) credibility could take some time\u201d. To provide the leadership necessary to persuade others, Joe Biden will therefore need to prove, once more, that the United States is a reliable, constructive partner on the world stage.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As such, while Biden\u2019s victory over President Trump will strengthen the United States\u2019 willingness to address climate change, the practical path to achieving its ambitions remains contested.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>During his election campaign, President-elect Joe Biden declared climate change an &#8220;existential threat to humanity&#8221; but in practice, what will America&#8217;s climate policy look like under Biden?
