{"id":20244,"date":"2020-11-12T13:23:38","date_gmt":"2020-11-12T13:23:38","guid":{"rendered":"https:\/\/bfpg.co.uk\/?p=20244"},"modified":"2023-11-23T17:06:00","modified_gmt":"2023-11-23T17:06:00","slug":"france-turkey-uk","status":"publish","type":"post","link":"https:\/\/bfpg.co.uk\/2020\/11\/france-turkey-uk\/","title":{"rendered":"Muddy Waters &#8211; What\u2019s Behind the Evolving Tensions between France, the EU, the UK and Turkey?"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">In recent months, tensions between the EU and Turkey have risen, over what the EU has condemned as Turkey\u2019s \u201c<\/span><a href=\"https:\/\/www.euractiv.com\/section\/global-europe\/news\/eu-condemns-turkey-provocations-in-eastern-med\/\"><span style=\"font-weight: 400;\">provocative actions<\/span><\/a><span style=\"font-weight: 400;\">\u201d, across multiple fronts. Turkey has been drilling off the coast of Cyprus since <\/span><a href=\"https:\/\/ecfr.eu\/article\/commentary_how_the_eu_should_deal_with_the_eastern_mediterranean\/\"><span style=\"font-weight: 400;\">2018<\/span><\/a><span style=\"font-weight: 400;\">, and has begun to search for <\/span><a href=\"https:\/\/www.politico.eu\/article\/rough-seas-for-nato-as-turkey-clashes-with-allies\/\"><span style=\"font-weight: 400;\">oil and gas<\/span><\/a><span style=\"font-weight: 400;\"> in waters awarded to Greece under the UN Law of the Sea. Turkey and the EU have also <\/span><a href=\"https:\/\/www.dw.com\/en\/eu-urges-ceasefire-in-libya-condemns-turkey-over-troops\/a-51923889\"><span style=\"font-weight: 400;\">clashed<\/span><\/a><span style=\"font-weight: 400;\"> over Turkey\u2019s involvement in Libya, including the deployment of Turkish troops, contrary to the EU\u2019s calls for de-escalation and a ceasefire. In 2019, the EU also requested a WTO dispute resolution panel over Turkey\u2019s restrictions on imported <\/span><a href=\"https:\/\/trade.ec.europa.eu\/doclib\/press\/index.cfm?id=2055&amp;title=EU-requests-WTO-dispute-settlement-panel-over-Turkeys-measures-on-pharmaceuticals\"><span style=\"font-weight: 400;\">pharmaceuticals<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The EU is <\/span><a href=\"https:\/\/www.nytimes.com\/2020\/08\/27\/world\/europe\/greece-turkey-eu.html\"><span style=\"font-weight: 400;\">divided<\/span><\/a><span style=\"font-weight: 400;\"> over how to respond to Turkey\u2019s actions, with Germany, who currently holds the European Union Presidency, favouring constructive engagement, while Cyprus, which is on the front line of Turkey\u2019s incursions, is pushing for the EU to impose sanctions on Turkey. This has led to a somewhat confused approach by the EU which, in October, agreed to \u201c<\/span><a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2020\/10\/01\/european-council-conclusions-on-external-relations-1-october-2020\/\"><span style=\"font-weight: 400;\">l<\/span><span style=\"font-weight: 400;\">aunch<\/span><\/a> <span style=\"font-weight: 400;\">a positive political EU-Turkey agenda\u201d, while continuing to threaten to im<\/span><span style=\"font-weight: 400;\">pose <\/span><a href=\"https:\/\/www.dw.com\/en\/eu-threatens-turkey-with-sanctions-over-east-mediterranean-dispute\/a-55128289\"><span style=\"font-weight: 400;\">sanctions<\/span><\/a><span style=\"font-weight: 400;\"> against Turkey if it did not cease its drilling and exploration activities in the Eastern Mediterranean. Turkey has ignored these warnings, and its research ship, the Oruc Reis, returned to disputed waters in mid-October &#8211; encouraging German Foreign Minister, Heiko Mass, to cancel his visit to Ankara.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Throughout this dispute, France has been at the forefront of calls to confront Turkey over its <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2020\/nov\/01\/macron-criticises-turkeys-imperial-inclinations-as-row-between-countries-escalates\"><span style=\"font-weight: 400;\">\u201cdeeply aggressive\u201d<\/span><\/a><span style=\"font-weight: 400;\"> policies in the Mediterranean, and its increasing involvement in Libya and Syria. France chose to increase its regional military presence in the region in August. Despite being <\/span><a href=\"https:\/\/www.reuters.com\/article\/us-mideast-energy-idUSKCN26D14D\"><span style=\"font-weight: 400;\">excluded<\/span><\/a><span style=\"font-weight: 400;\"> from the original formation of the East Mediterranean Gas Forum, France has long viewed itself as a <\/span><a href=\"https:\/\/www.thenationalnews.com\/opinion\/comment\/turkey-is-looking-to-redraw-the-mediterranean-map-1.1066917\"><span style=\"font-weight: 400;\">\u201cMediterranean power\u201d<\/span><\/a><span style=\"font-weight: 400;\">, and sees the region as integral not only to national defence and security, but also to France\u2019s ability to enact global social and economic influence.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Relations between France and Turkey have soured further following the appalling spate of recent Islamist terror attacks gripping France, including the <\/span><a href=\"https:\/\/uk.reuters.com\/article\/uk-france-security-boycott-britain\/amid-france-turkey-row-uk-calls-on-nato-allies-to-defend-free-speech-idUKKBN27D0X3\"><span style=\"font-weight: 400;\">beheading<\/span><\/a><span style=\"font-weight: 400;\"> of school teacher Samuel Paty in October, after he showed pupils images of the Prophet Mohammed in a class about freedom of speech. Macron argued that the terror attack was an attack on secularism and fundamental democratic freedoms, and posthumously <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2020\/oct\/21\/samuel-paty-attack-two-pupils-among-seven-facing-terror-charges\"><span style=\"font-weight: 400;\">awarded<\/span><\/a><span style=\"font-weight: 400;\"> Paty the French Legion d\u2019Honneur.\u00a0 The President also initiated a <\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-54692802\"><span style=\"font-weight: 400;\">crackdown<\/span><\/a><span style=\"font-weight: 400;\"> on \u2018Islamic separatism\u2019, which has been met with violent protests in the Middle East and amongst other Muslim communities. As major French cities were besieged by Islamist terror atrocities, and other nations offered their support and solidarity, Turkey\u2019s President, <\/span><span style=\"font-weight: 400;\">Recep Tayyip<\/span> <span style=\"font-weight: 400;\">Erdo\u011fan, pub<\/span><span style=\"font-weight: 400;\">licly <\/span><a href=\"https:\/\/www.politico.eu\/article\/eu-officials-hit-out-at-ankara-after-erdogan-attacks-macron\/\"><span style=\"font-weight: 400;\">attacked<\/span><\/a><span style=\"font-weight: 400;\"> Macron\u2019s mental health, and backed calls for a boycott of French goods &#8211; decisions greeted with astonishment and anger in France and the European Union.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The European Union\u2019s institutions have <\/span><a href=\"https:\/\/www.politico.eu\/article\/eu-officials-hit-out-at-ankara-after-erdogan-attacks-macron\/\"><span style=\"font-weight: 400;\">come to<\/span><\/a><span style=\"font-weight: 400;\"> France\u2019s defence, with Josep Borrell, the EU\u2019s foreign minister, calling on Turkey<\/span><span style=\"font-weight: 400;\"> \u201cto stop this dangerous spiral of confrontation\u201d.<\/span><span style=\"font-weight: 400;\"> Turkey has <\/span><a href=\"https:\/\/www.politico.eu\/article\/erdogan-turkey-boycott-french-goods\/\"><span style=\"font-weight: 400;\">responded<\/span><\/a><span style=\"font-weight: 400;\"> by declaring that \u201cin some European countries hostility toward Islam and Muslims has become a policy encouraged and supported at the level of the head of state \u2026 I am calling out from here, you are the real fascists, you essentially are links in the chain of Nazism\u201d, a choice of language that only raised the stakes of the confrontation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The UK Government has stated that <\/span><span style=\"font-weight: 400;\">it \u201cstands in <\/span><a href=\"https:\/\/eutoday.net\/news\/security-defence\/2020\/raab\"><span style=\"font-weight: 400;\">solidarity<\/span><\/a><span style=\"font-weight: 400;\"> with France and the French people\u201d in light of the attacks in France in October, and has called on NATO allies to stand together to protect tolerance and free speech. However, the UK has been noticeably quieter on tensions in the Eastern Mediterranean, and in a <\/span><a href=\"https:\/\/www.gov.uk\/government\/news\/pm-call-with-prime-minister-of-greece-20-october-2020\"><span style=\"font-weight: 400;\">recent phone call<\/span><\/a><span style=\"font-weight: 400;\"> to the Greek Prime Minister \u201c<\/span><span style=\"font-weight: 400;\">stressed the need for dialogue and welcomed the public commitment from Greece to resolve differences with Turkey diplomatically\u201d. He confirmed the UK would continue to \u201cwork with both sides to de-escalate the situation\u201d. The tempered nature of the UK\u2019s diplomatic support towards the battle against Islamist separatism has also been a source of frustration for France, which had been seeking allies to address the broader challenge <\/span><a href=\"https:\/\/foreignpolicy.com\/2020\/11\/03\/frances-war-on-islamism-isnt-populism-its-reality\/\"><span style=\"font-weight: 400;\">they regard<\/span><\/a><span style=\"font-weight: 400;\"> as central to the terrorism ecosystem and posing an existential threat to Western values.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For the UK, there are multiple competing interests to contend with in the Eastern Mediterranean and in its relations with Turkey, and<\/span><span style=\"font-weight: 400;\"> there is also likely to be a desire to take a distinct path from the European Union. Not least of all The UK remains firm in its <\/span><a href=\"https:\/\/news.sky.com\/story\/division-and-protests-as-nato-leaders-gather-at-buckingham-palace-11877596\"><span style=\"font-weight: 400;\">commitment to NATO<\/span><\/a><span style=\"font-weight: 400;\">, of which Turkey is a member. NATO has invested US $5 billion in military facilities in Turkey, and in March, the organisation <\/span><a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/opinions_174288.htm\"><span style=\"font-weight: 400;\">reaffirmed its commitment<\/span><\/a><span style=\"font-weight: 400;\"> to working alongside Turkey.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are also economic factors to consider. In 2019, <\/span><span style=\"font-weight: 400;\">the UK and Turkey engaged in <\/span><a href=\"https:\/\/www.politico.eu\/article\/uk-turkey-trade-deal-analysis\/?utm_source=RSS_Feed&amp;utm_medium=RSS&amp;utm_campaign=RSS_Syndication\"><span style=\"font-weight: 400;\">\u00a318 billion<\/span><\/a><span style=\"font-weight: 400;\"> worth of trade, and Turkey has been one of the UK\u2019s prime targets as it develops its post-Brexit trading policy, with a UK-Turkey free trade agreement said to be \u201cvery close\u201d. Turkey holds a customs union with the European Union but is engaged in disputes with the bloc around this, including imposing tariffs on some EU goods, in protest against the lack of benefits it feels it is receiving from the vast raft of trade deals being signed in Brussels.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Given the wider geopolitical context of relations between Turkey and the European Union, and the UK\u2019s close security partner France, a UK-Turkey free trade agreement could potentially challenge the Trade Secretary\u2019s ambitions to promote <\/span><a href=\"https:\/\/www.gov.uk\/government\/speeches\/chatham-house-speech-liz-truss-sets-out-vision-for-values-driven-free-trade\"><span style=\"font-weight: 400;\">&#8220;values-driven free trade<\/span><\/a><span style=\"font-weight: 400;\">\u201d,\u00a0 and could set an important precedent for how the UK balances its values, its strategic alliances and its economic interests.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As tensions continue to mount between Turkey and the EU and, in particular France, the UK finds itself caught between competing alliances and its evolving economic interests. As the Global Britain project seeks to decouple the United Kingdom from the European Union, the UK\u2019s choices in its relations with Turkey may prove significant in revealing the overall tone and strategic intent of the nation\u2019s foreign policy. The UK has committed to retaining its old alliances as it seeks to build new partnerships, yet the simmering discord with one of our most significant security partners and neighbours, France, could test this ambition to its limits.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tensions between the EU and Turkey are rising and the EU is divided on how to respond.
